A. Background/Options
The applicant is requesting approval of a Major Amendment to a Planned Unit Development (PUD) to develop a freestanding, 3,293 square foot bank with drive-through at the southeast corner of Burleigh Street and N. 112th Street in the Light Industrial and Planned Unit Development (M1/PUD) District. Surrounding land uses include a grocery store to the north (Whole Foods), warehousing and industrial uses to the south and west, and a retail store (Meijer) to the east.
The PUD for the site was approved by the City in May 2013 and permitted development of the Meijer retail store, which currently exists at the site. Because the proposed bank and drive thru are considered a substantial change to the site plan, the project requires a Major Amendment to the PUD.
The proposed bank and drive through will be located at the northwest corner of the site which currently serves as a parking area for the Meijer retail store. Access to the site will be provided from two (2) shared driveways on 112th Street and a right turn in and right turn out driveway on Burleigh Street.
The Plan Commission reviewed the request at the November 13, 2023 meeting and recommended approval 6-0. The required public hearing before the Common Council was held December 19, 2023 with no one speaking about the proposal.

Design Review Board approval, plan review, and applicable building permits required. Final occupancy inspections and approval required prior to occupancy. Compliance with sign code required.

Applicant shall meet all requirements of code chapter 24.12 pertaining to landscaping; including the requirement for a landscape performance guarantee (Section 24.12.070).

C. Recommendation
Staff recommends approval subject to:
1. Approval from the Design Review Board is required prior to issuance of a building permit.

4. Providing detailed costs of any alterations and/or new construction as well as income and expense information as requested by the Assessor's office.
5. Site plans showing adequate sewer capacity, construction staging information, lighting, and storm water management subject to approval by the Engineering Division.
