A.                     Background/Options 

The applicant is requesting a Conditional Use Permit for a 160,000 square-foot general warehousing and storage facility at 11800 W. Burleigh Street, within the Light Industrial (M1) and Heavy Industrial (M2) zoning districts. The proposed facility will be used for the storage of motorcycles, motorcycle parts, and archival museum items. In addition to warehousing, the facility will include a photo studio, mechanic space, and office area.

The surrounding land uses include industrial businesses to the north and west, Interstate 41 to the east, and commercial uses to the south. Proposed hours of operation are Monday through Friday, 7:00 a.m. to 5:00 p.m., with occasional item pickup and drop-off occurring on weekends.

Supporting documentation including the plan of operation, site plan, and floor plan are attached.

 

The required public hearing before the Common Council occurred on April 22, 2025 with only the applicant speaking in favor of the proposal. Twenty-one public notification letters related to the project were sent per City regulations. B.                     Staff Comments

Planning/Zoning Division

No issues with the proposed use. All storage must occur inside the building.

 

Building Division

A plan review and applicable building permits are required. DSPS plan approvals may be necessary depending on the scope of work. New rooftop mechanical equipment may need to be screened. Final occupancy inspection and approval are required before occupancy.

City Assessor’s Office

Providing detailed costs of any alterations and/or new construction, as well as income & expense as requested by the Assessor's office.

 

 

City Clerk’s Office

Engineering Division

Per City Code 13.30.030, any building project in excess of $100,000 shall have the lateral replaced or inspected and pressure tested per BPW requirements. If the existing lateral is to be re-used, a televised report of the existing lateral from the building to the City main must be provided to Engineering.  If Engineering identifies any defects in the existing lateral, the defects must be corrected and another televised report provided to Engineering to verify results.  Note that if the existing lateral is made out of clay, the lateral must be lined.  This requirement must be met prior to final building occupancy.

 

Fire Department

All pertinent and applicable fire code must be adhered to.

C.                     Recommendation

Staff recommends approvals subject to:

1.                     Establishing hours of operation.

2.                     All storage must occur inside the building.

3.                     Providing detailed costs of any alterations and/or new construction, as well as income & expense as requested by the Assessor's office.

4.                     All pertinent and applicable fire code must be adhered to.

5.                      Any new roof top mechanical equipment must be screened in accordance with WMC 24.12.040.

6.                     If the building project exceeds $100,000, the project is subject to sanitary sewer lateral replacement or repair if the existing lateral does not pass Board of Public Works testing requirements according to City Code 13.30.030.

7.                     Under WMC 24.16.040I., a Conditional Use will lapse and have no further effect one year after it is approved by the Common Council, unless a building permit has been issued (if required); the use or structure has been lawfully established; or unless a different lapse of approval period or point of expiration has been expressly established by the Common Council.

8.                     Obtaining other required licenses, permits, and approvals.
