A.                     Issue

The applicant is requesting an encroachment of construction tie-back rods to be installed within the public right-of-way adjacent to the proposed Medical College of Wisconsin (MCW) Student Housing Development at 8701 Watertown Plank Road. 

 

 

B.                     Background/Options 

To anchor the earth retention system during construction, the contractor plans to install tie-back rods under the south side of Watertown Plank Road.  The tie-backs will remain in place below grade after construction of the MCW Student Housing Building.  The location is shown in the attached exhibit.  The tie-back encroachment area is proposed to be 136 feet wide and approximately 50 feet deep.  The tie-back length is shown as 80 feet on the attached exhibit, but approximately 30 of the 80 feet will be within private property. 

 

The existing public utilities that are within the south side of Watertown Plank Road include City street light electrical and a Metropolitan Interceptor Sewer (MIS) pipe that is owned by the Milwaukee Metropolitan Sewerage District (MMSD).  The applicant will be required to provide a to-scale plan and cross section of the tie-backs that show the starting depth and angle of downward depth.  The location of all existing public and private utilities must be shown on the cross section view.

E.                     Recommendation

Staff recommends that the Board of Public Works allow the proposed encroachment adjacent to 8701 Watertown Plank Road with the following conditions:

                     Engineering Services Division review and approval of the construction tie-back rods, including MMSD review and approval as needed. 

                     As-builts of the construction tie-back rods provided to the Engineering Services Division

                     Execution of a hold-harmless agreement
