A.                     Background/Options 

The applicant is requesting approval of a Major Amendment to a Planned Unit Development (PUD) to develop a freestanding, 3,293 square foot bank with drive-through at the southeast corner of Burleigh Street and N. 112th Street in the Light Industrial and Planned Unit Development (M1/PUD) District.  Surrounding land uses include a grocery store to the north (Whole Foods), warehousing and industrial uses to the south and west, and a retail store (Meijer) to the east. 

The PUD for the site was approved by the City in May 2013 and permitted development of the Meijer retail store, which currently exists at the site.  Because the proposed bank and drive thru are considered a substantial change to the site plan, the project requires a Major Amendment to the PUD. 

The proposed bank and drive through will be located at the northwest corner of the site which currently serves as a parking area for the Meijer retail store.  Access to the site will be provided from two (2) shared driveways on 112th Street and a right turn in and right turn out driveway on Burleigh Street.

B.                     Staff Comments

Planning/Zoning Division

No development concerns. 

 

A Major PUD Amendment requires a public hearing before the Common Council on December 19, 2023.

 

Eighteen public notification letters related to the project were sent per City regulations.

Building Division

Design Review Board approval, plan review, and applicable building permits required. Final Occupancy inspections and approval required prior to occupancy.  Compliance with sign code required.

 

City Assessor’s Office

Provide detailed costs of any alterations and/or new construction, as well as income and expense information as requested by the Assessor's Office.

 

City Clerk’s Office

No issues.

 

Public Works Department

Engineering Division

Site plans showing adequate sewer capacity, construction staging information, lighting, and storm water management subject to approval by the Engineering Division.

Fire Department emergency access is subject to approval by the Fire Department.

Short- and long-term bicycle parking must be clearly identified and quantified to confirm compliance with City Code 24.11.080. 

Applicant shall meet all requirements of code chapter 24.12 pertaining to landscaping; including the requirement for a landscape performance guarantee (Section 24.12.070).

C.                     Recommendation

Staff recommends approval subject to:

1.                     Setting a public hearing on December 19, 2023.

2.                     Approval from the Design Review Board is required prior to issuance of a Building Permit.

4.                     Compliance with sign code, including issuance of a sign permit, is required.

5.                     Providing detailed costs of any alterations and/or new construction as well as income and expense information as requested by the Assessor's office.

6.                     Site plans showing adequate sewer capacity, construction staging information, lighting, and storm water management subject to approval by the Engineering Division.

7.                     Fire Department emergency access is subject to approval by the Fire Department.

8.                     Short- and long-term bicycle parking must be clearly identified and quantified to confirm compliance with City Code 24.11.080.
