A. Background/Options
The applicant proposes to establish a second restaurant within an existing eating and drinking establishment (Crafty Cow) located at 6519 W. North Avenue in the Neighborhood/Village Trade and North Avenue Overlay (C1/NOR) Zone. Surrounding land uses include single-family residential properties to the south and commercial uses to the north, east, and west.
The proposal involves the conversion of a portion of the existing space into a new restaurant and bar to be named Outlaw Oyster. The new venue will feature a bar and dedicated seating area. The main entrance to Outlaw Oyster will be located at the north end of the building, facing North Avenue.
The proposed hours of operation for Outlaw Oyster are 11:00 a.m. to 12:00 a.m., seven days a week.

The required public hearing before the Common Council occurred on April 22, 2025 with only the applicant speaking in favor of the proposal. Thirty-five public notification letters related to the project were sent per City regulations. C. Recommendation
Staff recommends approvals subject to:
1. Establishing hours of operation.
2. Providing detailed costs of any alterations and/or new construction, as well as income & expense as requested by the Assessor's office.
3. Under WMC 24.16.040I., a Conditional Use will lapse and have no further effect one year after it is approved by the Common Council, unless a building permit has been issued (if required); the use or structure has been lawfully established; or unless a different lapse of approval period or point of expiration has been expressly established by the Common Council.
4. Obtaining other required licenses, permits, and approvals.
