A. Issue
Request by Don Nummerdor of Sign Effectz, Inc, for overnight work and full road closure of State Street and Harwood Avenue on November 16th, 17th, & 18th, 2026, for placement of a sign on the Hollander Café building located at 7677 State Street.
B. Background/Options
As shown in the attached traffic control plan, the applicant is proposing a full closure for through traffic on State Street between Wauwatosa Avenue and Harmonee Avenue, and on Harwood Avenue between Wauwatosa Avenue and State Street. The full road closure is necessary for the installation of a new business sign on the south building face of the building. Two cranes are needed to replace the sign and the cranes will be located in the intersection of State Street and Harwood Avenue. The string lights across State Street will need to be taken down prior to the crane work and reinstalled after the sign work is complete. All work is proposed for after 8pm to minimize disruption to the Village.
The proposed work will be split into three phases. String lights will be removed November 16th. Crane and sign placement will occur on November 17th. String lights will be reattached on November 18th.
The proposed work hours are 8 pm to 7 am. Work is not expected to last through the night for any of the three nights.
Traffic control will be installed for the nighttime work and removed for full access during the days between night work. The contractor will be held responsible for maintaining all traffic control signage during the requested duration. Any public roadway pavement, sidewalk, curb and gutter, or other public street infrastructure damaged due to construction activities at the proposed development will be replaced by the contractor to the City’s satisfaction.
Engineering provided the attached construction staging plan to City Police, Fire, and Public Works Departments for their review and have not received any concerns or comments.
The Village BID has been made aware of the request and does not have any concerns.
