A. Issue
Consideration of request by Engineering Division for the execution of an Intergovernmental Cooperation Agreement (ICA) with the Milwaukee Metropolitan Sewerage District (MMSD) for the Martha Washington/Washington Highlands sanitary sewer project
B. Background/Options
MMSD designed sewer capacity improvements to its metropolitan interceptor sewer (MIS) and is preparing to construct the improvements within Wauwatosa. The project includes rehabilitating segments of the MIS and replacing a segment of Wauwatosa (City) sanitary sewer. The Project area is generally between West Center street on the north, West Martin Avenue on the south, North 76th Street on the west, and North 60th Street on the east.
The Project will consist principally of (1) rehabilitating approximately 12,000 feet of MIS by cured-in-place pipe lining (CIPPL) installed directly through manholes without digging trenches or replacing sewer, (2) replacing a segment of 10” City sanitary sewer in W Garfield Avenue (between 66th Street and 67th Street) with an extended 12” pipe at a different connection point to MMSD’s MIS to reduce the hydraulic grade line in the MIS, and (3) completing minor improvements and replacements to City-owned utilities as requested by the City.
The additional work the City has requested to be included in the MMSD construction contract includes replacing local storm sewer inlets, two lead service lines and two sanitary sewer laterals within the limits of the excavation for the proposed 12” sanitary sewer main.
Incorporating the additional work into MMSD’s construction contract increases project efficiency and reduces future inconvenience to property owners along W Garfield Avenue where the project will be excavating in the street and already requiring traffic and other local disruption.

D. Fiscal Impact
The agreement outlines the cost responsibilities for design, construction and long-term maintenance between the City and the District. Initially, the only cost to the City will be for the additional work the City requested to be added to the contract. Compensation for the additional work will be based on actual bid prices and final constructed quantities, but is estimated to be approximately $125,000. The anticipated cost for this construction work was included in the 2026-2030 CIP Budget, Project 3026 - Sanitary Sewer Spot Improvements.

Authorize staff to execute an ICA with MMSD for the Martha Washington/Washington Highlands sanitary sewer project.
