A. Issue
New parking restrictions are recommended with the approval of a Conditional Use Permit at 7754 Harwood Avenue.
B. Background/Options
A Conditional Use Permit at 7754 Harwood Avenue to establish a day care was approved by the Plan Commission on November 10, 2025. A traffic impact and parking study was included in the Conditional Use Permit application, which recommends adding 15-minute parking zones along the south side of Harwood Avenue from Dewey Avenue to Hart’s Mill Lot and on north side of Harwood Avenue in front of the proposed day care. Currently, both sides of Harwood Avenue prohibit parking for more than 3 hours on weekdays from 9 am to 6 pm.
In addition to the proposed 15-minute parking restrictions, inconsistencies in the current ordinance were found:
• The south side of Harwood Avenue from Dewey Avenue to 95 feet west thereof have overlapping 2-hour and 3-hour parking restrictions on weekdays from 9 am to 6 pm. This area is currently signed for 3-hour parking on weekdays from 9 am to 6 pm.
• The north side of Harwood Avenue has a No Parking Anytime sign from the railroad to 65 feet west of the railroad, but there is no corresponding ordinance in place.

D. Fiscal Impact
Minor expenses for the installation of signs. The existing sign budget will accommodate these expenses.
E. Recommendation
Direct staff to prepare for the Common Council an ordinance to modify parking restrictions on Harwood Avenue as follows:
• Prohibit parking for more than 15 minutes between 7 am and 9 am - except Saturdays, Sundays, and holidays - on the north side of Harwood Avenue in front of 7754 Harwood Avenue
• Prohibit parking for more than 15 minutes between 7 am and 9 am - except Saturdays, Sundays, and holidays - on the south side of Harwood Avenue from Dewey Avenue to 100 feet west of the railroad.
• Remove the 2-hour parking restrictions on the south side of Harwood Avenue from Dewey Avenue to 95 feet west thereof. (The existing 3-hour parking restrictions would remain in place.)
• Prohibit parking at any time on the north side of Harwood Avenue from the railroad to 65 feet west of the railroad.
