A.                     Background/Options 

The applicant is requesting approval of a Conditional Use Permit to expand an existing Sports & Recreation, Participant (Indoor) facility (Wisconsin Athletic Club) in the Special Purpose - Medical Center (SP-MED) District at 8700 W. Watertown Plank Road.  Currently, the facility is 45,776 square feet in size and the applicant is requesting to add an additional 8,251 square feet.  The additional space is proposed within the buildings lower level, which was previously occupied by a dental office and medical office.  The addition will contain a new free weights area, spinning, and mind/body fitness rooms.  No changes to facility hours or overall operations are proposed. 

 

B.                     Staff Comments

Planning/Zoning Division

No additional parking is needed since the parking requirement for a sports and recreation (indoor) facility is less than that of a medical/dental office space.  This includes short- and long-term bike parking. 

 

Sixteen (16) public notification letters related to the project were sent per City regulations.

 

Building Division

Architectural supervision, plan review and applicable building permits required.

 

City Assessor’s Office

Provide detailed costs of any alterations and/or new construction, as well as income & expense information as requested by the Assessor’s Office.

 

City Clerk’s Office

No issues.

 

Engineering Division

For existing buildings, any building project in excess of $100,000 is subject to sanitary sewer lateral replacement or repair if the existing lateral does not pass Board of Public Works testing requirements according to City Code 13.30.030.

 

City records show that this building is served by an existing 6-inch ductile iron water lateral.

 

Fire Department

Applicant will follow all applicable fire code.

C.                     Recommendation

Staff recommends approval subject to:

1.                     Providing detailed costs of any alterations and/or new construction, as well as income & expense as requested by the Assessor's office.

2.                     For existing buildings, any building project in excess of $100,000 is subject to sanitary sewer lateral replacement or repair if the existing lateral does not pass Board of Public Works testing requirements according to City Code 13.30.030.

3.                     Under WMC 24.16.040I., a Conditional Use will lapse and have no further effect one year after it is approved by the Common Council, unless a building permit has been issued (if required); the use or structure has been lawfully established; or unless a different lapse of approval period or point of expiration has been expressly established by the Common Council.

4.                     The project must comply with all applicable fire codes. 

5.                     Obtaining other required licenses, permits, and approvals.
