A.                     Issue

Award of Contract 24-60, Muellner Building Renovation

 

B.                     Background/Options 

In 2019 the City and the Wauwatosa Curling Club (WCC) began working toward a plan to request utilization of tourism funding to improve a portion of the Muellner Building along with funding that would be provided by the WCC through a repayment agreement and a new lease. The COVID-19 Pandemic caused a significant delay in that plan, however, the Common Council’s decision to allocate $2,000,000 of ARPA funds to the Muellner Building has allowed the project to move forward.

 

Since the initial allocation of ARPA funds from the City, the WCC has committed to funding an additional $1,500,000 toward the project and the Wauwatosa Tourism Commission has awarded funding of $500,000 to the project as well. The City’s approved Capital Improvement Budget also includes additional funds for furtherance of building efficiency upgrades as well as solar PV on a portion of the building’s roof.

 

The roof portion of the project as well as the rooftop portion of the solar PV is being contracted through a cooperative purchasing agreement in order to reduce project costs.  The remainder of the project has now been publicly bid.  If the project is awarded construction will take place from March through November of 2024.  If there are long lead times on anything within the project there may be some items that will delay final completion of the project.  During the project the Senior Center will be relocating to City Hall because the majority of the building will be under construction of some form. 

 

We have examined the 2 bids submitted for Contract 24-60 / Project 8036, Muellner Building Renovation, on Wednesday, February 14th, 2024.  The bids received are as follows:

 

Duffek Construction, LLC                                          $ 2,841,678.00

JH Findorff & Son Inc.                                          $ 3,123,213.00

D.                     Fiscal Impact

This project consists of funding via ARPA, Tourism Commission, the Wauwatosa Curling Club, and the City’s CIP for a total budget of $5,190,000.  The roof and solar PV installation portion of the project has been bid through a cooperative purchasing agreement and will be done in coordination with this project in 2024. The low bid, when combined with the roof, solar PV, and other project costs is within the budget established for the project via the various funding sources and allows for a contingency of approximately 10% of the project’s bid.

 

E.                     Recommendation

For Contract 24-60, Muellner Building Renovation, I recommend award to Duffek Construction, LLC for their bid price of $2,841,678.00, this being the lowest and best bid.
