Consideration of request from Engineering Division for a 90-day trial of parking modifications on the east side of Underwood Avenue from Milwaukee Avenue to Warren Avenue

A. Issue
Confusing parking conditions along the east side of Underwood Avenue along Lincoln Elementary.
B. Background/Options
The Wauwatosa Municipal Code (WMC) identifies the east side of Underwood Avenue, from Milwaukee Avenue to Warrant Avenue, as NO PARKING ANYTIME.
A 2019 parking plan for Lincoln Elementary identifies the following parking zones along the east side of the street:
• No parking anytime from Milwaukee Avenue to 93-feet north thereof;
• No parking school days 7:30am-4:30pm from 93-feet north of Milwaukee Avenue to 211-feet north of Milwaukee Avenue;
• Handicap parking from 211-feet north of Milwaukee Avenue to 277-feet north of Milwaukee Avenue;
• No parking school days 7:30am-4:30pm from 277-feet north of Milwaukee Avenue to 400-feet north of Milwaukee Avenue;
• No parking anytime from 400-feet north of Milwaukee Avenue to Warren Avenue.
Existing in-field parking conditions are very similar to what the 2019 Lincoln Elementary parking plan shows, but with additional signs posted towards the south end of the street that say 2 HR PARKING NON-SCHOOL DAYS 9:00AM TO 6:00PM EXCEPT SUNDAYS AND HOLIDAYS.
The existing parking signs are inconsistent with the WMC and the 2019 parking plan. Additionally, a resident/parent request was made for short-term parking to be allowed during the school day for things like dropping children off after doctor appointments and visiting the school office.
To address the aforementioned items, staff is recommending the following 90-day trial:
• Keep the NO PARKING ANYTIME and handicap parking signs as they currently exist.
• In the remaining areas, prohibit parking on school days from 7:30am to 9:00am, allow 1-hour parking on school days from 9:00am to 2:00pm, and prohibit parking on school days from 2:00pm to 4:30pm
Note that the above recommended 90-day trial matches a 90-day trial and eventual ordinance change that was made in 2024 for parking along the east side of 89th Street at McKinley Elementary.

Minor expenses for the installation of signs. The existing sign budget will accommodate these expenses.
E. Recommendation
Direct staff to initiate a 90-day trial of parking modifications on the east side of Underwood Avenue from Milwaukee Avenue to Warren Avenue as identified in this staff report.
