A. Background/Options
The applicant is requesting approval of a Conditional Use Permit for a surface parking lot at the southwest corner of Watertown Plank Road and N. 92nd Street in the Special Purpose - Medical Center District (SP - MED). The parking lot will contain 658 parking spaces and will serve Milwaukee Regional Medical Center (MRMC) staff and contractors. Vehicular access to the site will be provided through a new access drive from N. 92nd Street and an access drive connecting future 95th Street to the west. The facility will be constructed with asphalt pavement with concrete curb and gutter. The parking lot will contain landscaping, including shade trees, in compliance with the City’s Landscape Ordinance and will also contain safety lighting.

B. Staff Comments
Planning/Zoning Division
This request is contingent on approval of the related Certified Survey Map (previous agenda item) to create a parcel for the project. The project has been conditioned that the map must be recorded prior to issuance of any construction permits.
Building Division

Provide detailed costs of any alterations and/or new construction, as well as income & expense information as requested by the Assessor's Office.

Engineering Division
Site plans showing adequate storm water management and traffic/access improvement subject to approval by the Engineering Division.
Engineering provided site plan comments to the applicant on 03-24-23. A phased construction plan showing access to only N.92nd Street has been submitted to Engineering on 03-24-23 for review. The access shown to N. 95th Street will be constructed at a later date, after Engineering approval of N. 95th Street. This project does not require the access to N. 95th Street to be functional at the time of parking lot occupancy.
Applicant shall meet all requirements of code chapter 24.12 pertaining to landscaping; including the requirement for a landscape performance guarantee (Section 24.12.070).

C. Recommendation
Staff recommends approvals subject to:
1. Recording the related Certified Survey Map prior to issuing parking lot construction permits.
2. Providing detailed costs of any alterations and/or new construction, as well as income & expense as requested by the Assessor's office.
3. Site plans showing adequate storm water management and traffic/access improvement subject to approval by the Engineering Division as well as meeting all requirements of code chapter 24.12 pertaining to landscaping, including the requirement for a landscape performance guarantee (Section 24.12.070).
4. Under WMC 24.16.040I., a Conditional Use will lapse and have no further effect one year after it is approved by the Common Council, unless a building permit has been issued (if required); the use or structure has been lawfully established; or unless a different lapse of approval period or point of expiration has been expressly established by the Common Council.
5. Obtaining other required licenses, permits, and approvals.
