A.                     Issue

Approval of the 2024 rates proposed by consultants awarded through the 2023/2024 RFP to provide Construction Inspection Services for 2024.

 

 

B.                     Background/Options 

The city utilizes two in-house inspectors and supplements that staff with consultant staff as necessary for proper inspection coverage across both public construction and private construction projects requiring inspection through Engineering.

 

Engineering Services issued an RFP to 27 firms in 2023 for the 2023 and 2024 construction season. 6 qualified firms responded to the RFP and were awarded to with the intent to utilize these consultants on a price, convenience, and availability basis for public construction and private construction projects. The decision to utilize a Senior Inspector, Inspector II or Inspector I will be determined by project complexity and staff availability. The rates approved for 2023 were valid for one year.

 

Engineering Services reached out to the 6 firms awarded for staff availability for upcoming projects and any rate changes for 2024 season. 5 firms responded to the request with 4 firms increasing some or all rates from 2023 to 2024.

D.                     Fiscal Impact

In response to the request for staff availability and rate changes, the following firms returned a response for various projects at the rates shown on page 3.

 

The funding needs for public construction inspection services in 2024 is included within the approved 2024 Capital Improvement Plan budget. The cost for inspection services utilized for private construction inspection is anticipated to reimbursed by the firm or entity requiring inspection.

E.                     Recommendation

Authorize staff to contract with each of the listed firms on a price, convenience, and availability basis for public and private construction for Construction Inspection Services at the proposed 2024 rates.
