A.                     Issue

Various Year 2025 bridge, utility, and pavement projects provide an opportunity for enhanced bicycle and pedestrian accommodations and safety

B.                     Background/Options

Several projects are planned to commence along Wisconsin Avenue in the Year 2025.

Reconstruction of the Wisconsin Avenue bridge over Honey Creek.

Reconstruction of the Wisconsin Avenue & Honey Creek Parkway intersection, including installation of traffic signals.

Water and sewer construction under Wisconsin Avenue from 68th Street to 72nd Street, including associated pavement-related work.

Reconstruction of the traffic signals at Wisconsin Avenue & 68th Street and Wisconsin Avenue & 70th Street.

The City’s Bicycle & Pedestrian Plan calls for bicycle lanes along Wisconsin Avenue from Mayfair Road to the East City Limit. In addition, including bicycle lanes meets with the intentions of the Tosa Streets ordinance (WMC 12.10).

Wisconsin Avenue is 40-feet wide from face of curb to face of curb. Engineering proposes the following cross-section along Wisconsin Avenue from Glenview Avenue to 68th upon completion of the Year 2025 projects:

8-foot westbound parking lane (north side of the street)

                     5-foot westbound bicycle lane

                     11-foot westbound travel lane

                     11-foot eastbound travel lane

5-foot eastbound bicycle lane (south side of the street)

The westbound parking lane direction (north side of the street) will be preserved so that motorists have a place to pull over in case of a westbound emergency vehicle headed for MRMC. In addition, curb extensions may be constructed on the north side of the street at select intersections to shorten pedestrian crossing distances and open lines of sight around parked vehicles.

To accommodate this proposed cross-section, staff recommends parking restrictions on the south side of Wisconsin Avenue from east of Glenview Avenue to 68th Street upon completion of various Year 2025 bridge, utility, and pavement projects.

C.                     Strategic Plan (Area of Focus)

Priority 2: Public Safety, Goal 2. Proactively address pedestrian, bicycle, and vehicular safety.

Priority 3: Infrastructure, Goal 2. Ensure the City’s infrastructure supports public health through multi-modal transportation and recreation opportunities.

D.                     Fiscal Impact

Costs associated with the parking changes will be included in the Year 2025 projects.

E.                     Recommendation

Approve parking restrictions on the south side of Wisconsin Avenue from east of Glenview Avenue to 68th Street upon completion of various Year 2025 bridge, utility, and pavement projects to provide enhanced bicycle and pedestrian accommodations and safety.
