A.                     Background/Options 

The applicant is proposing a 2,593 square-foot addition to an existing two-story church located at 1025 N. 70th Street in the Single-unit Residential (R-1-6) zone. The two-story addition will create additional space for a youth room and two (2) classrooms. 

Currently, church services occur Sundays at 8:45 am and 10:30 am. Middle school and high school activities occur Wednesdays from 6:00 pm to 8:00 pm. and church office hours are Monday through Thursday, from 9:00 am to 2:00 pm. With the addition, no changes to business operations are proposed and no additional parking is required for the project. 

The applicant's project description and plans are attached to this report.

 

B.                     Staff Comments

Planning/Zoning Division

No additional parking is required for the use since the number of seats and square footage of the main worship area are not expanding. 

 

Building Division

Design Review Board approval required; plan review, applicable building permits. Final Occupancy inspection and approval required prior to occupancy.  

 

City Assessor’s Office

Owner to provide detailed cost of any changes to the site.  If property owner claims 'property tax exemption' they must file the state prescribed form (PR-230) by statutory deadline and be compliant with bi-annual filing of the state form PC-220. Filing the PR-230 does not guarantee exemption, must qualify under statutory requirements. Additionally, if there are any changes to the use or occupancy of the site, the owner must contact the Assessor's office immediately.

 

City Clerk’s Office

No issues.

 

Public Works Department

City records show that this parcel may have two existing sanitary sewer laterals.  The applicant will be required to confirm if both laterals are active.  For any building project in excess of $100,000, any active sanitary sewer lateral is required to be replaced or repaired if the existing lateral does not pass Board of Public Works testing requirements according to City Code 13.30.030.  If a sanitary lateral is not active, it must be abandoned at the main.  The proposed addition is located on top of one of the existing sanitary laterals.  If this existing lateral is to remain in place, the lateral must comply with all State Building and Plumbing Codes or must be re-routed around the proposed addition.

 

Site plans showing construction staging are subject to approval by the Engineering Division.  The crane swing radius must be shown on the construction staging plan.  Any swing radius that encroaches within the City Right-of-way and/or any long-term sidewalk closures is subject to approval by the Board of Public Works.  If any existing public street trees are damaged during construction, the applicant will be required to pay a street tree replacement fee.

 

Roof drains are required to be directly connected to the City's storm sewer through underground piping per City Code 15.04.060.F.2.

 

Fire Department

All fire code must be followed at a minimum.

 

Health Department

No issues.

 

Police Department

No issues.

 

C.                     Recommendation

Staff recommends approval subject to:

1.                     Owner to provide detailed cost of any changes to the site to the Assessor’s office and filing the state prescribed form with the Assessor's office as described in the staff comments.

2.                     Design Review Board approval required; plan review, applicable building permits. Final Occupancy inspection and approval required prior to occupancy.  

3.                     Compliance with Engineering Division comments prior to issuing building permits.

4.                     Under WMC 24.16.040I., a Conditional Use will lapse and have no further effect one year after it is approved by the Common Council, unless a building permit has been issued (if required); the use or structure has been lawfully established; or unless a different lapse of approval period or point of expiration has been expressly established by the Common Council.

5.                     Obtaining other required licenses, permits, and approvals.
