A.                     Issue

Curb ramps, landings, and traffic signal upgrades are required at the 124th Street and Lisbon Avenue intersection to comply with ADA standards due to pathway construction along Lisbon Road in the City of Brookfield.

 

 

B.                     Background/Options 

124th Street is bifurcated with the City of Wauwatosa on the east and City of Brookfield on the west. On September 22, 1999, Wauwatosa and Brookfield entered into an agreement for the installation, ownership, liability, maintenance and operation of traffic signals at the 124th Street and Lisbon Road intersection (attached). The agreement requires the Wauwatosa to make any necessary equipment additions or revisions deemed necessary by changed laws or changed traffic

conditions, with a 50/50 cost-share from Brookfield for any equipment, additions, or revisions necessary to comply with changed laws or traffic conditions.

 

Brookfield is planning to add a pathway along the south side of Lisbon Road, west of 124th Street, as part of a pavement project on Lisbon Road. The addition of sidewalk requires the addition of curb ramps, landings, and traffic signal upgrades at the 124th Street and Lisbon Road intersection to comply with ADA standards.

 

Brookfield requested that Wauwatosa enter into an intermunicipal agreement to allow for the intersection upgrades to be designed and constructed through Brookfield’s Lisbon Road project in Year 2024 (attached) Under the agreement, each city will pay 50/50 for traffic signal equipment, additions, or revisions necessary to comply with changed laws or traffic conditions. Additionally, each city will pay for modifications to access ramps and landings within their municipality. Brookfield will pay up front costs and invoice for Wauwatosa’s share of the project cost upon performance of their contractor’s obligations. The intermunicipal agreement will be satisfied upon project completion and the terms of the 1999 agreement will continue.

D.                     Fiscal Impact

The estimated project cost for the City of Wauwatosa is $105,215.

 

 

E.                     Recommendation

Approve the intermunicipal agreement between the City of Brookfield and the City of Wauwatosa to upgrade pedestrian facilities and associated traffic controls at the 124th Street and Lisbon Road intersection to Americans with Disabilities Act (ADA) standards due to pathway construction along Lisbon Road in the City of Brookfield.
