A. Issue
Consideration of request by Engineering Division for the execution of an Intergovernmental Cooperation Agreement (ICA) with the Milwaukee Metropolitan Sewerage District (MMSD) for the Schoonmaker Creek Watershed Modeling.
B. Background/Options
In 2023, the City entered in to a professional services agreement with MSA to complete a detailed analysis of two alternatives to address flooding in the Schoonmaker Creek Watershed. MSA and City Staff presented the selected alternative of a conventional storm sewer from Lloyd Street to the Menomonee River at the October 15, 2024, Community Affairs Meeting. The Common Council subsequently passed a resolution on October 22, 2024, affirming the conventional storm sewer as the least costly option.
In April, 2025, the City entered in to a contract with MSA for continued stormwater modeling and preliminary engineering analysis of the Schoonmaker Creek watershed. At that time, we began discussions with MMSD on the cost sharing of these professional services, as the modeling directly benefits the portion of the watershed under MMSD jurisdiction.
The attached agreement outlines the cost sharing associated with the modeling and preliminary engineering. The City and MMSD intend to develop separate intergovernmental cooperation agreements for the final design, construction, and maintenance responsibilities of the storm sewer alternative.

D. Fiscal Impact
The revenue will be accepted under Project 3005.
E. Recommendation
Authorize staff to execute an Intergovernmental Cooperation Agreement (ICA) with the Milwaukee Metropolitan Sewerage District (MMSD) for the Schoonmaker Creek Watershed Modeling and increase budgeted revenue for the project by the estimated amount of the cost share.
