A.                     Issue

Request to encroach within the W. State Street right-of-way for the installation of two monitoring wells at approximately 70 feet east of N. 63rd Street and at approximately 445 feet west of N. 63rd Street. 

 

B.                     Background/Options 

The Reef Apartment Development at 1215 N. 62nd Street is required by the Wisconsin Department of Natural Resources (WDNR) to install two wells to collect groundwater samples and to monitor the migration of volatile organic compounds.  The Reef Apartment Development is the site of the Former Western Metals facility and is required by WDNR to complete subsurface investigations and to monitor the groundwater due to the historic operations of the metals facility.  The locations of the proposed monitoring wells are based on locations of existing monitoring wells and the direction of groundwater flow from the Reef.  The length of time that the proposed wells will be in place will be dependent on the monitoring results and WDNR’s requirements for monitoring.  It is anticipated that the wells will need to be active for a minimum of 1 year, but may be up to 2 years.

The applicant will be required to apply for separate Street Occupancy permits for well installation and well abandonment. Any soils that are removed during well installation must be disposed of properly.  The final locations of the wells to be determined and approved in the field after all of the Diggers Hotline tickets have cleared.  The applicant will also be required to restore the W. State Street pavement according to City standard conditions and specifications at the time of well abandonment.
