A. Issue
The applicant has submitted a request to place equipment and materials in the City right-of-way adjacent to 10863 and 10909 W. Blue Mound Road due to insufficient lot area. The applicant has been hired for demolition of the existing building at both parcels. The applicant is requesting to occupy the frontage road and parking area outlined on the attached application for 4-6 weeks. Because access to the bank at 10859 W. Blue Mound Road will be blocked directly from the west, the applicant has proposed a vehicular detour route that will use the existing public alley on the west and south side of this block as shown on the attached application.
B. Background/Options
The existing lot lines are shown on the attached City GIS aerial photograph. The area that is requested to be used is a public frontage road and parking. Engineering staff was notified by the Building Department that construction fencing was placed within the parking area on February 27th, 2023. The frontage road was not blocked at the time the attached picture was taken. There is no public sidewalk in the area of closure.
The proposed detour route for the bank at 10859 W. Blue Mound Road uses an existing W. Blue Mound Road curb cut opening that is accessible through a private property to the east (301 N. Mayfair Road). Bank access to this curb cut opening is currently allowed through a previously recorded ingress and egress easement.
Any curb and gutter or other public street infrastructure damaged due to construction activities will be replaced by the contractor to the City’s satisfaction. City staff will document the condition of the existing City right-of-way prior to the Storage in the Right-of-Way permit issuance.
The contractor will be held responsible for installing and maintaining all vehicular detour signage during the requested duration.

E. Recommendation
Staff recommends that the Board of Public Works grant the temporary frontage road and parking closure within the public right-of-way for the time period of March 21, 2023 through May 5, 2023. Approval is also recommended to be subject to the following:
• Documentation has been provided to Engineering staff that the bank has been notified of the closure and proposed detour route prior to approval of the Storage in the Right-of-Way permit.
• The contractor will be held responsible for installing and maintaining all vehicular detour signage during the approved duration.
• A Storage in the Right-of-Way permit is issued through the Engineering Department.
