A. Issue
Access to street parking for properties along 122nd Avenue and Garfield Avenue. Parking turn-over at 2245 N. 122nd Street.
B. Background/Options
On September 12th, 2023, the Transportation Affairs Committee approved a 90-day trial to eliminate parking restrictions on the west side of 122nd Street from the alley south of North Avenue to Garfield Avenue, and on the east side of 122nd Street from 100-feet south of North Avenue to Garfield Avenue. The trial officially began when signs were removed on September 15th.
On October 31, 2023, the Transportation Affairs Committee approved a modification to the original 90-day trial and reset the 90-day trial clock. Recall that the resident at 2245 N. 122nd Street requires parking to turn-over quickly in order to accommodate the use of an accessible van. Employees and visitors of nearby businesses were parking for extended periods of time in front of the residence at 2245 N. 122nd Street during business hours, creating an accessibility issue for the resident. The modification to the trial included a 15-minute parking zone on the west side of 122nd Street from the alley south of North Avenue to 47-feet south of said alley.
Staff recommends that the parking modifications from the trial be made permanent. More specifically:
• Establish a fifteen-minute parking along the west side of 122nd Street from the alley south of North Avenue to a point 47-feet south thereof, and eliminate parking restrictions from that point south to Garfield Avenue.
• Eliminate parking restrictions on the east side of 122nd Street from 100-feet south of North Avenue to Garfield Avenue.
Staff contacted the property owner at 2245 N. 122nd Street who indicated that the 15-minute parking zone has been helpful. Additionally, letters were mailed to all properties abutting the 90-day trail informing them that this matter will be before the Transportation Affairs Committee with a recommendation to make permanent the changes from the trial.

Priority 2: Public Safety, Goal 2 - Proactively address pedestrian, bicycle, and vehicular safety.
D. Fiscal Impact
Minor expenses for in-house removal and installation of signs. Existing sign budget will accommodate these expenses.
E. Recommendation
Direct staff to prepare an ordinance to modify parking restrictions on the west side of 122nd Street from the alley south of North Avenue to Garfield Avenue and on the east side of 122nd Street from 100-feet south of North Avenue to Garfield Avenue, as described in Part B.
