A. Issue
As redevelopment of the property located at the southeast corner of North Avenue and Wauwatosa Avenue is being planned, the future user of the site has requested that employees of the future business be allowed to park in the City Hall/Library parking lot. The attached agreement would formalize the City’s approval of that parking arrangement.
B. Background/Options
A specialty grocer is currently exploring building a new store at the southeast corner of North Avenue and Wauwatosa Avenue. The specialty grocer is concerned that on-site parking will not meet the needs of their patrons and employees. In order to ensure the specialty grocer has enough parking for their business to operate, the grocer has requested that employees for the business be allowed to park in the City Hall/Library parking lot. While this activity is actually currently allowed under the City’s current rules, the grocer and developer would like to formalize this arrangement and in return will pay the City annual rent for the right to have employees park at the City Hall/Library site. There will not be dedicated stalls for their use so that when there are larger events at the City Hall or Library there will not be a conflict with spots that could be used by anyone needing to park. The attached agreement specifies each parties’ responsibilities under the agreement and it has been reviewed and approved by the City Attorney’s Office.

D. Fiscal Impact
The City will receive $10,000 annually for the use of 20 parking stalls once the parking actually commences. This revenue will likely be utilized as a general levy reduction in the first year of use.

Approval of the attached parking agreement allowing for certain employee parking at the City Hall/Library parking lot for an annual fee of $10,000.
