A.                     Issue

Request to encroach within Hart Park east of River Parkway and the River Parkway right-of-way for the installation of four deep monitoring wells.  The wells are proposed to be located at approximately 350 feet east of River Parkway and in the south side of River Parkway adjacent to 6400 River Parkway.

 

 

B.                     Background/Options 

The Reef Apartment Development at 1215 N. 62nd Street is required by the Wisconsin Department of Natural Resources (WDNR) to install four groundwater piezometers (deep monitoring wells) to collect groundwater samples and to monitor the migration of volatile organic compounds.  The Reef Apartment Development is the site of the Former Western Metals facility and is required by WDNR to complete subsurface investigations and to monitor the groundwater due to the historic operations of the metals facility.  The locations of the proposed monitoring wells are based on locations of existing monitoring wells, the direction of groundwater flow from the Reef, and are not located within the MMSD levee management area.  The attached exhibits show the proposed well locations.  Each location will have two wells installed; one at 50 feet deep and a second at 90 feet deep to collect groundwater samples at each depth.

The length of time that the proposed wells will be in place will be dependent on the monitoring results and WDNR’s requirements for monitoring.  It is anticipated that the wells will need to be active for a minimum of 1 year, but may be up to 2 years.

The applicant will be required to apply for separate Street Occupancy permits for well installation and well abandonment. Any soils that are removed during well installation must be disposed of properly.  The final locations of the wells are to be determined and approved in the field after all of the Diggers Hotline tickets have cleared.  The Parks Department requires that at least 5 working days’ notice is provided to their Department prior to well installation in Hart Park.  The proposed wells in Hart Park must be installed with a flush-mount cover.  Restoration of all disturbed areas in Hart Park will consist of cool-season grass mix and straw.  The applicant will be required to restore the River Parkway pavement according to City standard conditions and specifications at the time of well abandonment.
