A. Background/Options
The applicant, Maria Souza, on behalf of Diamonds Direct, is requesting approval of a Conditional Use Permit to allow sales and acceptance of secondhand precious metals and gems at 2600 N. Mayfair Road in the General Commercial and Mayfair Overlay (C2/MAY) District. The facility’s primary operation consists of the sale of new jewelry, precious metals, and gems. Acceptance and sales of secondhand merchandise is a small portion (accessory) of the overall business operation. The store is staffed with six employees, and operates Monday through Friday from 10:00 am to 7:00 pm, and Saturday from 10:00 am to 6:00 pm.

C. Recommendation
Staff recommends approvals subject to:
1. Establishing hours of operation.
2. Provide detailed costs of any alterations and/or new construction, as well as income & expense as requested by the Assessor's office.
3. Under WMC 24.16.040I., a Conditional Use will lapse and have no further effect one year after it is approved by the Common Council, unless a building permit has been issued (if required); the use or structure has been lawfully established; or unless a different lapse of approval period or point of expiration has been expressly established by the Common Council.
4. Obtaining other required licenses, permits, and approvals.
