A. Background
Per State Statute, the City is the vehicle for facilitating the creation of a BID. The Plan Commission, and ultimately the Common Council, approve the designation of the proposed BID and adoption of the proposed initial operating plan. Once the BID is created, daily operations are under the authority of the BID Board.
State Statute allows for BID formation unless a petition protesting the creation of the BID with signatures from property owners having an assessed valuation equal to more than 40% of the assessed valuation of all property to be assessed under the proposed initial operating plan has not been received within 30 days of the public hearing. The Common Council meeting to consider approval of the district designation and operating plan is scheduled for October 28, 2025, to allow for the 30-day protest petition submittal timeframe.
