A. Background/Options
The applicant proposes to establish a second restaurant within an existing eating and drinking establishment (Crafty Cow) located at 6519 W. North Avenue in the Neighborhood/Village Trade and North Avenue Overlay (C1/NOR) Zone. Surrounding land uses include single-family residential properties to the south and commercial uses to the north, east, and west.

The proposal involves the conversion of a portion of the existing space into a new restaurant and bar to be named Outlaw Oyster. The new venue will feature a bar and dedicated seating area. The main entrance to Outlaw Oyster will be located at the north end of the building, facing North Avenue.

The proposed hours of operation for Outlaw Oyster are 11:00 a.m. to 12:00 a.m., seven days a week.

Supporting documentation, including the plan of operation, menu, and floor plan are attached.

The required public hearing before the Common Council occurred on April 22, 2025 with only the applicant speaking in favor of the proposal. Thirty-five public notification letters related to the project were sent per City regulations.
