A. Issue
Upon instructions from the Street Department, I have advertised for bids on emulsion and street patching materials for the 2026 spring/summer repair season, beginning January, 2026 and ending approximately November 1, 2026.
B. Background/Options
The City received four bids in response to our request. Stark Pavement Corporation and Sherwin Industries decreased prices between 1.00% and 5.00% and Wolf Paving and Payne and Dolan had modest increases of between 1.00% and 1.50%. Sherwin Industries also maintained 2025 pricing for cold patch street patching material.
A tabulation of bid prices is attached for your consideration.

Departments budget for this item annually. The impact will depend on how much they utilize.

It is the recommendation of the purchasing department to award to each of the responding vendors based upon price, convenience and availability.
