A.                     Issue

Consideration of acceptance of Wisconsin Department of Natural Resources (WDNR) 2025 Compliance Maintenance Annual Report (CMAR) for the City’s wastewater collection system

B.                     Background/Options

The City owned sanitary sewer system operates as a satellite sewage collection system under the authorization of a Wisconsin Pollutant Discharge Elimination System (WPDES) General Permit issued by WDNR. The permit requires the completion and submittal of the electronic CMAR every year. It also requires that “a resolution shall be passed by the governing body and submitted as part of the CMAR, verifying its review of the report and providing responses as required.” The draft CMAR and draft resolution are attached for calendar year (CY) 2025.

Having received an “A” on the one credit financial management section and an “A” on the three-credit collection system section, the City of Wauwatosa’s overall grade point average is 4.0 out of a possible 4.0.

If the Common Council accept the report, the CMAR and resolution will be finalized and submitted to WDNR to comply with the permit requirements.

C.                     Strategic Plan (Area of Focus)

Well maintained infrastructure.

D.                     Fiscal Impact

The CMAR is funded through the sanitary sewer utility fund.

E.                     Recommendation

Staff recommends the Common Council accept the Wisconsin Department of Natural Resources 2025 Compliance Maintenance Annual Report and direct appropriate City staff to submit the report.
