A. Issue
The applicant is requesting a landscaping encroachment to be installed within a 20 feet wide utility easement located at 1033 N. Mayfair Road.
B. Background/Options
The encroachment area is highlighted on the attached plan.
An existing 10-inch sanitary sewer main is located within a 20 feet wide easement on the west side of the property, parallel to N. Mayfair Road. The sanitary sewer main was installed in 1974 and was lined in 2012. A privately owned and maintain storm sewer is also located within the easement.
Existing landscaping, monument sign, landscaping wall, concrete steps and a planter are currently located within the easement, but Staff was unable to confirm if an encroachment agreement was previously approved for these items. The proposed improvements to the site include removing the concrete stairs and updating the landscaping. The existing planter, landscape wall and monument sign will remain in place. At the request of the Design Review Board, a landscaping bed of trees and shrubs will be added within the easement and north of landscaping bed that surrounds the monument sign.
Staff has reviewed the plan and proposed species within the easement and does not have any objections. The applicant will be required to provide a televised report of the post-construction condition of the public sanitary sewer within the limits of disturbance to verify that the sanitary sewer has not been impacted by the proposed construction.
