The applicant is proposing to operate a 2,918 square foot eating and drinking establishment at 11500 W. North Avenue in the General Commercial (C2) Zone. Surrounding land uses include single family residential to the north and commercial uses to the south, east, and west.

The floor plan contains a dining area, kitchen, bar, and outdoor seating area at the east end of the space. The entrance into the space is located at the south end of the space adjacent to the parking lot. The applicant also intends to make exterior improvements to the building which will be reviewed by the City's Design Review Board. Attached to this report is the plan of operation, floor plan, and building elevations.

B. Staff Comments
Planning/Zoning Division
The project site contains a sufficient amount of parking for the proposed use and the adjacent tenant, Papa Johns, which is a carry out/delivery pizza restaurant. Shared use of the parking area, as allowed in accordance with WMC 24.11.050, is justified in that Papa Johns requires a minimal amount of parking due to the pickup and delivery nature of the business.

No bike parking is provided. Both short- and long-term bicycle parking in compliance with City Code 24.11.080 is required prior to occupancy permit issuance.

Fourteen (14) public notification letters related to the project were sent per City regulations.
