A. Issue
Parking turn-over on the 8500 block of North Avenue.
B. Background/Options
Parking is currently prohibited along the north side of North Avenue from 85th Street to a point 30-feet west, and from 86th Street to a point 30-feet east. Between these no-parking zones exists a two-hour parking restriction between nine a.m. and ten p.m. except on Sundays and legal holidays.
The owner of Homestead Clocks & Accents, located at 8512 West North Avenue, approached the City to inquire about ways to encourage parking turn-over of in front of the business. The business does not have a dedicated parking lot and has a very narrow residential-like driveway. Customers of the business rely on curb parking to drop off and pick-up large clocks at the door for repair. Overlapping business hours with nearby properties results in the area in front of the 8512 West North Avenue being parked for long periods of time, which impedes customer access for drop-off and pick-up of the large clocks.
In review of Homestead Clocks & Accents business hours and the hours of nearby businesses, the following is recommended.
* Initiate a 90-day trial of a fifteen-minute parking zone from noon to five p.m. except Sundays and legal holidays on the north side of North Avenue from 90-feet west of 85th Street to 130-feet west of 85th Street.
This change will impact one on-street public parking space abutting 8512 West North Avenue. If approved, City staff would post temporary signs for a 90-day trial period. This period would conclude 90 days after all sign changes have been completed at which time this issue will return to the Committee for a final decision.
