A. Issue
The Wauwatosa Parks Division is seeking approval of a Memorandum of Understanding with Friends of Firefly Grove Park.
B. Background/Options
The Parks Division is seeking to formalize a partnership with the Friends of Firefly Grove Park (FFGP) nonprofit through a Memorandum of Understanding (MOU), a draft of which is included in the agenda packet. This partnership will allow FFGP to support and activate Firefly Grove Park through volunteerism, fundraising, and programming. This community engagement will ensure Firefly Grove Park continues to be a community strength and point of pride for years to come.
The MOU sets forth a framework that defines the respective roles of the City and FFGP and creates a public/private partnership in which each group can leverage its strengths. The City will continue with the day to day maintenance and operations of the park while FFGP focuses on programming, fundraising, and volunteer coordination. The City will maintain final authority and decision making in the park. In particular Section 5 of the MOU sets forth a clear set of guidelines for FFGP events at the park. These guidelines allow for FFGP to be successful in its mission while ensuring the park remains a public place with events that are open to all. The guidelines will also ensure that events at the park are mindful of impacts to neighbors. Also attached in the packet is the FFGP Bylaws and Annual Report for your reference.

All funds raised by FFGP will be used in support of its nonprofit mission and Firefly Grove Park with the potential to reduce the fiscal burden to the City for future improvements.
