A. Issue
On-street parking during events at American Family Field impact travel and access along 65th Street

B. Background/Options
Parking is currently permitted along both sides of 65th Street from Blue Mound Road to Wisconsin Avenue. In 2019, a request was made to prohibit parking along the west side of 65th Street. The request was denied as it was viewed as too restrictive to some residents. Staff has received a request from a resident to re-review parking along 65th Street.

65th Street is 30-feet wide within approximately 135-feet feet of Blue Mound Road. It then narrows to 24-feet wide. Nearby business(es) offer shuttle services to/from events at American Family Field. When this happens, 65th Street is parked on both sides of the street, resulting in a narrow 8-foot wide travel lane for two-way traffic. Access to residential driveways is also greatly diminished.

Staff recommends initiating a 60-day trial to restrict parking to no more than 1 hour between noon and 9:00pm on the east side of 65th Street from 170-feet north of Blue Mound Road to Wisconsin Avenue. The east side is recommended over the west side because it already has two fire hydrants, which means less parking is impacted on the block. The one-hour period is less prohibitive than the "no parking" request that was denied in Year 2019, but will also discourage parking during events at American Family Field. The 60-day period matches a similar request that was made and ultimately passed Council for parking prohibitions on the south side of Michigan Street in Year 2024 and east side of 60th Street in Year 2025.
