A. Issue
Consideration of award of Contract 25-09 / Projects 3025 & 7001, 2025 Sanitary Sewer Improvements on Diane Drive and Discovery Parkway to Globe Contractors Inc., in the amount of $633,240.00.


B. Background/Options
The contract includes sanitary sewer improvements at two project locations. The work is planned to be completed in 2025.

The work on Diane Drive is sanitary sewer spot repairs to laterals between N 120th St and N 116th St. The work with Discovery Parkway is extending sanitary sewer on the roadway heading west from Discovery Parkway toward the new parking structure and future buildable parcels west of the UWM Accelerator building.

We have examined the two (2) bids submitted for Contract 25-09 / Projects 3025 & 7001, 2025 Sanitary Sewer Improvements on Diane Drive and Discovery Parkway on Wednesday, July 9, 2025. The bids received are as follows:

Globe Contractors, Inc. $633,240.00
Mid City Corporation $892,201.00

D. Fiscal Impact
Project 3025 has been included in the approved 2025-2029 Capital Budget. Project 7001 was previously approved in the 2022-2026 Capital Budget as part of the TIF for Innovation Campus. The project 7001 Discovery Parkway portion of contract 25-09 is over budget by $303,963. Tax Increment District 6 has a projected 12/31/25 fund balance of $6.3 million which would be reduced by the amount of the overage. The Sanitary Fund portion of the contract will utilize previously budgeted funds.


E. Recommendation
Staff recommends the award be made to Globe Contractors, Inc. and for their bid price of $633,240, this being the lowest and best...
