Consideration of Intergovernmental Agreement for Police/Public Safety Support Services for the 2024 Republican National Convention

A. Issue
Request for approval to enter into an intergovernmental agreement with the City of Milwaukee for police/public safety support during the 2024 Republican National Convention (RNC).
B. Background/Options
The Milwaukee Police Department (MPD) has requested assistance to support the policing and public safety services demand of the 2024 RNC. The Wauwatosa Police Department has agreed to provide police members and necessary equipment for each day during the RNC. These units will be utilized by MPD to support tactical needs, crowd management needs, and providing command/control personnel. This IGA outlines funding, incident command structure, and other details.
The personnel assigned to these responsibilities will on duty personnel and additional staffing above our normal staffing levels. On duty will be paid straight time rates and additional staffing will be paid at an overtime rate. Based on the language in this IGA, we will be reimbursed by the Milwaukee Police Department for all expenses related to required training and staffing.
This agreement will not detract from our ability to provide police services within the City of Wauwatosa. We had previously signed a similar IGA to support the 2020 Democratic National Convention.

D. Fiscal Impact
All expenses including required training, personnel and equipment costs will be reimbursed by the City of Milwaukee so there will be no direct fiscal impacts to the City of Wauwatosa.
E. Recommendation
Recommend approval of the attached IGA to provide policing and public safety support to MPD during the 2024 RNC.
