A. Issue
I am proposing the addition of a Common Council meeting on Tuesday, November 10, 2026, for the purpose of conducting the public hearing on the 2027 budget.
B. Background/Options
The public hearing on the annual budget must be held at a Common Council meeting. The public hearing on the 2027 budget is currently scheduled for the October 27, 2026 Common Council meeting.
The Financial Affairs Committee will review the proposed 2027 budget during several meetings in October and early November. Holding the public hearing on October 27 may not provide sufficient time for the Common Council and residents to review the proposed budget before making comments at the public hearing.
Adding a Common Council meeting on November 10 would allow additional time for the Financial Affairs Committee to complete its review and for the Common Council and residents to review the proposed budget before the public hearing.
The final vote on the 2027 operating and capital budgets is scheduled for the November 17, 2026 Common Council meeting.
C. Recommendation
I recommend the Common Council amend the 2026 Common Council meeting calendar to schedule a meeting on Tuesday, November 10, 2026, for the purpose of conducting a public hearing on the 2027 budget.
