A. Background/Options
The applicant is proposing a 3,925 square foot addition to an existing church located at 7809 Harwood Avenue in the General Commercial (C2) zone. The addition will create additional space for offices, larger accessible restrooms, and a gathering space for before and after church services. In addition to the building expansion, the applicant is also proposing to demolish the existing parsonage to expand the southern parking lot, install a parking lot to the west, and install a canopy for patron pick up and drop off. With the expansion, the number of onsite parking spaces will increase from 30 spaces to 45 spaces.
Currently, church services occur Saturdays from 5:00 pm to 8:00 pm and Sundays from 7:30 am to 12:00 pm. Church office hours are Monday through Friday, from 9:00 am to 3:00 pm. With the addition, all church operations will remain the same.

B. Staff Comments
Planning/Zoning Division
No additional parking is required for the use since the number of seats and square footage of the main congregation area are not expanding.
Building Division
Design Review Board approval required; plan review, applicable building permits. Final Occupancy inspection and approval required prior to occupancy.
City Assessor's Office
Owner to provide detailed cost of any changes to the site. If property owner claims 'property tax exemption' they must file the state prescribed form (PR-230) by statutory deadline and be compliant with bi-annual filing of the state form PC-220. Filing the PR-230 does not guarantee exemption, must qualify under statutory requirements.
