A. Issue
Request to encroach within the Watertown Plank Road right-of-way for the installation of directional signage for Children's Hospital of Wisconsin Ambulance Entrance.
B. Background/Options
The attached exhibits show the proposed locations and details of two directional signs. One is proposed to be installed on the south side of Watertown Plank Road with posts set in direct-bury concrete footings 3 feet deep. The purpose of this sign is to direct eastbound Watertown Plank Road traffic to the Children's Hospital Ambulance Entrance.
The second sign is proposed to be stud mounted flush to the existing pedestrian bridge precast concrete pillar. Similar to the first sign, the purpose of this sign is to direct west bound Watertown Plank Road traffic to the Children's Hospital Ambulance Entrance. Staff does not recommend that this sign be allowed to be mounted to the existing pedestrian bridge precast pillar. We are recommending that this sign be attached the City light pole that is directly adjacent to the pillar instead.
The applicant will be required to apply for a Street Occupancy permit for the sign installation. Per City Code 12.04.100, no permitting fees are required for placing poles or posts where the excavation does not exceed four square feet. The applicant must submit a Digger's Hotline ticket prior to excavation or installation. Any temporary directional signage within the City right-of-way must be removed after permanent sign installation.
C. Strategic Plan (Area of Focus)
Priority Area One: Economic Development and Financial Resilience
D. Fiscal Impact
No financial impact to the City.
