A. Issue
A presentation will be given summarizing multiple alternative yard waste collection service delivery options (copy attached) under consideration for inclusion in the 2026 budget process. City staff would like the Committee’s input as we continue to gather information to determine what change, if any, should be included in the Department’s 2026 budget proposal.
B. Background/Options
The Department of Public Works continues to examine service delivery methods across all of our service lines in order to provide high quality, appropriate, efficient, and cost-effective services to our residents. The attached presentation summarizes our efforts to potentially alter the City’s curbside yard waste collection program and the reasons why this is being considered.
As our Department contemplates our 2026 budget request we understand that there will likely be levy reduction requirements necessary to reduce our annual operating expenses, therefore, it is very likely that one of the alternatives included in this presentation will be necessary to reduce our annual operating expenses.

D. Fiscal Impact
The attached presentation summarizes the various options under consideration and their potential budgetary impacts. The Department will include one of these options in our 2026 budget request which will then be considered for potential inclusion in the budget process.

Discussion only, staff is looking for feedback on the various options shown in the attached presentation as we contemplate our 2026 budget request.
