Resolution authorizing a Memorandum of Understanding with the City of Greenfield, waiving the competitive bidding process, and authorizing a purchase order with BAYCOM for the Vesta911 system upgrade in an amount not to exceed $380,000

WHEREAS, the City of Wauwatosa operates an emergency communications center and is transitioning to Next Generation 9-1-1 services; and
WHEREAS, the City’s current Vesta911 system is nearly 10 years old and requires upgrade and replacement of call-taking consoles, related hardware, software, licensing, network components, configuration, testing, training, and vendor support; and
WHEREAS, the project includes a portable console for additional redundancy and operational flexibility and supports required upgrades associated with the transition away from legacy analog 9-1-1 circuits; and
WHEREAS, the City proposes to enter into a Memorandum of Understanding with the City of Greenfield to establish a geographically diverse Vesta911 environment to provide operational continuity if either dispatch center becomes unavailable; and
WHEREAS, Vesta911 is a proprietary system, the proposed work requires integration with the City’s existing Vesta911 infrastructure and licensing, and BAYCOM is the City’s vendor for this system; and
WHEREAS, the BAYCOM proposal totals $364,797.74, and staff requests expenditure authority in an amount not to exceed $380,000, subject to appropriation and availability of funds.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Wauwatosa that the competitive bidding process for the Vesta911 system upgrade is hereby waived, and the appropriate City officials are authorized to enter into a Memorandum of Understanding with the City of Greenfield, substantially in the form presented, and to issue a purchase order to BAYCOM and execute the documents necessary to complete the Vesta911 system upgrade and transition to Next Generation 9-1-1 services, in an amount not to exceed $380,000, sub...
