Resolution waiving the competitive bidding process for the emergency replacement of the retaining wall supporting the parking lot under the Harmonee Bridge and the Oak Leaf Trail

WHEREAS, the retaining wall located in the southwest quadrant of the pedestrian bridge on Harwood Avenue over the Menomonee River supports both the Harmonee Parking Lot and the Oak Leaf Trail; and

 

WHEREAS, the retaining wall has significantly deteriorated and, following inspection by City staff and a structural engineering consultant, has been determined to be at a critical condition requiring emergency replacement; and

 

WHEREAS, failure of the retaining wall poses a risk to public infrastructure and safety, necessitating expedited action; and

 

WHEREAS, City staff recommend issuing an emergency request for proposals in order to accelerate design, permitting, and construction; and

 

WHEREAS, the City of Wauwatosa Purchasing Policy allows for emergency procurement when immediate action is required to protect public health, safety, or property;

 

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Wauwatosa that the City’s standard bidding process is hereby waived for this project; and

 

BE IT FURTHER RESOLVED that City staff are authorized to issue an emergency request for proposals for the emergency replacement of the retaining wall supporting the parking lot under the Harmonee Bridge and the Oak Leaf Trail; and

 

BE IT FURTHER RESOLVED that City staff shall provide updates to the appropriate Committee and the Common Council in accordance with the City’s purchasing policy for emergency expenditures.
