A. Issue
Approval to execute a Green Solutions Funding Agreement (G98005P177) and Green Infrastructure Partnership Program (G98024P39) with MMSD for the installation of porous asphalt for the new multi-use trails and porous pavers within parking lanes as part of the Watertown Plank Road project.
B. Background/Options
To incentivize the municipalities served by the District to partner in the effort to address stormwater management, MMSD has created a funding mechanism for the municipalities to install green infrastructure practices. The funding provides assistance of $255,384 and $299,000 to the City of Wauwatosa for proposed green infrastructure installations, totaling to $554,384.
In 2025 and 2026 the City will be reconstructing the roadways located along Watertown Plank Road between Mayfair Rd and 124rd Street and along 116th Street between Watertown Plank Road and Walnut Road. As a part of this project, stormwater best management practices were evaluated in the design process to help the City continue to improve water quality. The plans include new multi-use trails comprised of porous asphalt and replacing standard pavement with porous pavers within parking lanes.
C. Strategic Plan (Area of Focus)
Priority Area Three: Infrastructure
* Well maintained infrastructure optimized to handle 100-year weather events.
* Identify potential funding sources, including state and federal grants.
D. Fiscal Impact
The Watertown Plank Rd project is included within the budget of the 2025-2029 CIP. The green infrastructure revenue will offset the project costs. There are no other fiscal impacts other than the long term operation and maintenance...
