A.                     Issue

Award of Contract 24-61,  DPW Incinerator Building Demolition

B.                     Background/Options

The City has an incinerator facility located at the Department of Public Works that was utilized in the 1960s to incinerate municipal waste prior to the Federal Clean Air Act in the early 1970s at which time the City ceased operation of the facility.  At that point the City continued to utilize a small portion of the building as a waste transfer station.  The building is now past its useful life and is no longer utilized so the building is planned to be razed.

The project was publicly advertised for bid.  We have examined the 7 bids submitted for Contract 24-61, DPW Incinerator Building Demolition, on Wednesday, January 18th, 2024.  The bids received are as follows:

Guelig Waste Removal & Demolition LLC                     $422,400.00

Robinson Brothers Environmental                                                               $510,000.00

Veit & Company, Inc.                                                                                    $541,982.00

HM Brandt LLC                                                                                                         $555,590.00

New Berlin Grading Inc.                                                                                    $719,990.00

RLP Diversified Inc.                                                                                    $931,489.00

Brandenburg Industrial Service Company                                          $1,394,825.00

C.                     Strategic Plan (Area of Focus)

Priority 3: Infrastructure

D.                     Fiscal Impact

This project low bid falls within the remaining allocated budget for the project. Projects of this type do have unknowns so there may be a chance of going over budget, however, we do have another Public Works Year project that will have funds available to transfer to this project if needed.

E.                     Recommendation

For Contract 24-61, DPW Incinerator Building Demolition, I recommend award to Guelig Waste Removal & Demolition LLC for their bid price of $422,400.00, this being the lowest and best bid.
