A. Issue
Consideration to execute a funding agreement, M10005WA04, with MMSD for Sanitary Sewer Lateral Relay work as a part of the Private Property Infiltration and Inflow Reduction Program (PPI/I). Sanitary work is part of CIP Project 1025, on Wisconsin Avenue between N. 68th Street and N. 72nd Street.


B. Background/Options
The City invests significant municipal and District funds in sewersheds within the City to reduce clear water entry into the sanitary sewer system. Reducing clear water entering the sanitary sewer system helps with regulatory compliance and with reducing potential basement backups during large rain events. As part of this 2025 Paving Program project, that also includes street reconstruction, storm sewer upgrades, and watermain replacement, the sanitary sewer main, manholes, and laterals will be replaced. The construction work is scheduled for 2025.


C. Strategic Plan (Area of Focus)
Priority 3: Infrastructure, Goal 1 - Optimize infrastructure to handle 100-year storm events.
Priority 3: Infrastructure, Goal 5 - Increase alternative (non-property tax based) funding to support capital projects.


D. Fiscal Impact
This project, and specifically the replacement of City-owned sanitary sewer main and manholes, is funded through CIP #1025. Funding for the replacement of the sanitary sewer laterals was secured through the MMSD PPI/I program.


E. Recommendation
Authorize execution of the attached Funding Agreement M10005WA04 for funding in the amount of $296,700.
