Award of Contract 24-02, 116th Street Park


B. Background/Options
The 116th Street Park Project, in general, is a new City Park proposed to be constructed at the southeast corner of 116th Street and Gilbert Avenue within the City of Wauwatosa.

We have examined the 6 bids submitted for Contract 24-02 / Project 8045, 116th Street Park on Wednesday, March 13th, 2024. The contract consists of grading and excavation, water main, sanitary sewer, storm sewer, concrete paving, porous asphalt paving, biofiltration basin construction, engineered wetland construction, landscaping, electrical lighting, prefabricated restroom building preparation, and installation of park furnishings. The bids received, including all mandatory alternate bid items, are as follows:

C. Strategic Plan (Area of Focus)
Priority 3: Infrastructure, Goal 1: Optimize infrastructure to handle 100-year weather events. Goal 2 Ensure the City's infrastructure supports public health through multi-modal transportation and recreation opportunities.


D. Fiscal Impact
This project is a part of the 2024 Capital Improvement Budget and was initially funded with a $2,000,000 ARPA fund allocation. Since the initial allocation City staff has secured approximately $2M in additional funding to support all the amenities desired in the park other than the bicycle pump track, which is not currently included in the project budget. Given the variability of grant funding of certain items contained within the project, as well as the need for a contingency, we are recommending authorization to transfer up to $300,000 from the ARPA contingency ...
