A. Issue
The applicant has requested to encroach in the area between the public sidewalk and back of curb adjacent to 7927 Hillcrest Drive with landscaping plantings, stepping stones, and mulch.
B. Background/Options
The proposed landscaping plan is shown on the attached drawing. The landscaping bed is approximately 10 feet wide by 32 feet long at the front of the sidewalk. The landscaping bed proposes to occupy the entire terrace area in between the sidewalk and back of curb.
A Norway Maple City street tree is located within the proposed encroachment area and is noted on the proposed plan. There are no existing public utilities at this location. The City’s Landscape Architect has reviewed the proposed plan and does not have any objections.

Staff recommends approval of the encroachment request subject to execution of a Hold Harmless Agreement.
