A. Issue
The applicant has requested that the Board consider parking lot exemptions to the following:
* Vehicle Storage Lot - Entrances and Exits (City Code 8.44.090): Entrances and exits to and from such lot or parcel of land shall not exceed thirty feet in width at the curb opening, shall not be placed except in conjunction with curb openings; shall be separated by at least twenty feet.
B. Background/Options
According to City Code Section 8.44.090, entrances and exits to parking lot shall not exceed 30 feet at the curb opening. As shown in the attached site plan, the applicant is proposing a drive approach to Harwood Avenue that is 32.26 feet in width. The driveway in question is shown within the red rectangle on the attached site plan.
In addition, according to City Code Section 8.44.090, entrances and exits to parking lot must be at least 20 feet from any adjacent driveway approaches. As shown in the attached site plan, the applicant is proposing a drive approach to Harwood Avenue that is 5.7 feet from the nearest adjacent existing drive approach to the northeast.
The property is proposed for complete reconstruction and there is an opportunity to reconstruct the existing Harwood Avenue drive approach to be code compliant. However, the applicant has proposed a drive approach in the same location as existing. This location was chosen to minimize the impacts to existing City assets (street tree and light) and existing power poles. The curved driveway alignment from the approach to the parking area also softens the view of the proposed parking lot from Harwood Avenue and allows for a drop off area for moving and deliveries. The curved driveway alignment also discourages cut-through traffic.
