A.                     Issue

Approval to execute a Green Infrastructure Funding Agreement (G98005P192) with the Milwaukee Metropolitan Sewerage District (MMSD) for a Green Alley project at N. 102nd Street and North Avenue, Proj 10262

B.                     Background/Options

To incentivize the municipalities served by the District to partner in the effort to address stormwater management, MMSD has created a funding mechanism for the municipalities to install green infrastructure practices. The funding provides assistance of $245,741.44 to the City of Wauwatosa for proposed green infrastructure installations.

The proposed work would include replacing the typical city alley, included in the 2026 CIP, with a Green Alley.  The Green Alley would consist of removing the standard concrete and replacing with permeable pavers.  Surface water flow would drain through the joints in the permeable pavers to an aggregate storage area beneath.  Storage layers of each alley will be designed to capture and store the first 1/2” of rainfall at a minimum.  By allowing the water move through the system and the use of the storage reservoir, we would achieve both water quality and quantity benefits.

The construction of the alley will occur in the summer/fall of 2026.

C.                     Strategic Plan (Area of Focus)

Well maintained infrastructure.

D.                     Fiscal Impact

This revenue is already anticipated in the 2026 CIP budget under Project 10262.

E.                     Recommendation

Staff recommends execution of the agreement.
