A. Issue
Award of City Contract 24-91, WISDOT Project ID 2994-08-70, C Wauwatosa Lighting Conversion, Various Streets, Projects 2403 and 2405


B. Background/Options
We have examined the five bids submitted for City Contract 24-91, WISDOT Project ID 2994-08-70, C Wauwatosa Lighting Conversion, Various Streets, Projects 2403 and 2405 on Thursday, July 11, 2024.

The City has been replacing high pressure sodium (HPS) street light fixtures with energy efficient LED street light fixtures over the past five years. The City applied for and received funding through a federal grant program, Carbon Reduction Program (CRP), to continue this effort. This contract includes replacing approximately 450 street light fixtures throughout the City on arterial roadways and in City parking lots.

The contract also replaces 170 fixtures within the Washington Highlands Subdivision with decorative fixtures. The increased costs associated with the decorative fixtures will be paid for by the Subdivision through a special assessment process.

The bids received are as follows:

Pro Electric, Inc. $277,865.33
WIL-Surge Electric, Inc. $322,258.00
Van Ert Electric $423,250.00
Outdoor Lighting Const. Co., Inc $471,458.00

D. Fiscal Impact
This project is being funded with 80% federal funding up to a maximum of $305, 674 for all federally funded project phases through the Carbon Reduction Program. All remaining funds are included in the approved 2024-2028 Capital Budget as Projects 2403 and 2405.
