A.                     Issue

Request to encroach within the City right-of-way for the installation of five groundwater monitoring wells.  All five wells are proposed to be located in the Harley Davidson right-of-way on the west side of the 11800 W. Capitol Drive property.

B.                     Background/Options

H-D Capitol Drive LLC located at 11800 W. Capitol Drive is required by the Wisconsin Department of Natural Resources (WDNR) to install five groundwater monitoring wells in the locations shown on the attached exhibit.  The proposed wells will be 30 feet deep below ground surface.  The proposed wells will need to be active for three years.

The applicant will be required to apply for separate Street Occupancy permits for well installation and well abandonment. Any soils that are removed during well installation must be disposed of properly.  The final locations of the wells to be determined and approved in the field after all of the Diggers Hotline tickets have cleared. City records show that street light electrical cable in duct is located in the proposed monitoring well locations.
