A. Issue
Authorize staff to enter into professional services agreement with the engineering consulting firm of MSA Professional Service, Inc (MSA) for design engineering of Jackson Park Blvd Storm Outfall.
B. Background and Discussion
The City is currently completing the design for the reconstruction of North Avenue from the Menomonee River to N. 80th Street, with construction anticipated to begin in 2028. As part of the roadway design, a comprehensive storm sewer analysis was performed. The analysis determined that the existing 30-inch corrugated metal pipe (CMP) outfall that discharges to the Menomonee River south of North Avenue is both structurally deteriorated and hydraulically undersized to meet current City design standards.
In coordination with Milwaukee County Parks, the City evaluated alternative outfall locations and identified a preferred location along Menomonee River Pkwy at Jackson Park Boulevard extended. The proposed improvements include the construction of a new 60-inch storm sewer outfall at this location to convey the majority of runoff from the watershed directly to the Menomonee River. A smaller portion of the watershed will continue to discharge through the existing 30-inch outfall, which will remain in service.
The City is completing the engineering design of the storm sewer within the City right -of-way along 94th and Jackson Park Blvd. We are seeking design assistance for the outfall itself including structural design and streambank and hillside restoration along the Menomonee River.
